...and Dex 14. The Tempest enhancements require the Feats: Dodge, Mobility, and Spring Attack and those require that your Dex is at least 14. (As always, wearing magic items and spending AP Dex enhancements don't count for qualifying for feats.)

Any Ranger can drink pots and wand whip to self heal between fights but healing in combat while you're taking damage requires good Concentration or the metamagic feat Quicken. It's not as easy as a Paladin's uninteruptable Lay on Hands. And personaly, I think that just quicken is still to slow to top off a dorf. I currently Cure Serious Wounds for about 100 hp with Feat: Maximize, some Ranger healing enhancements, and a random loot shield. It's situationaly useful, especialy on Shroud part 2 when the healers abandon a tank.

Ranged combat is lame on a Tempest untill you get to mid levels. Then it's worth it to pull out the bow for twenty seconds of mayhem. At level 20, Manyshot is great DPS. Funny thing is people only complement the damage when they don't know it's coming from a Ranger. "Wow! That pet is totaly DPSing that boss!" "Golly! Those rednamed VoD Orthons are losing HP even though no one is meleeing them. What an awesome bug!" etc... Unfortunately, no one can be told what The Multishot is. You have to see it for yourself. Buit the rest of the time, put the bow in the bag and fight with dorf axes.

Edit: oh but a warning, Update 7 will nerf tempest attack speed by 10% according to the Lammnia forums.

13 my good sir, the requirement is 13. One also has the option of taking an 11 dex, eating a +2 tome at level 7 and then respeccing one or more feats to acquire dodge. At level 7, even after using up the free feat respec, Fred's rates are quite reasonable. If one were so inclined, one could also simply eat the tome at level 7 and then take the feats at 9, 12 and 15, though this would prevent one from enjoying the benefits of Tempest till much later. If going an 18 ranger/2 fighter build though, taking the 2 levels of fighter after gaining level 11 or 12 of ranger would mitigate this (11 for Improved Precise Shot - wonderful even for a non-ranged ranger in combination with many shot, 12 if you want to pick up tempest II as soon as the feats are acquired).

I don't know what you mean by a "tank" but ranger isn't the first class which comes to mind for one; nor is it a max DPS class. But here's a max-STR high-CON dwarf ranger 18 ftr 2 build I did for someone else a while ago.

Level 15 (Ranger)
Feat: (Selected) Extend Spell (or Empower Heal)

I'll recommend Empower Healing over Extend, since all your ranger buffs will last 18 minutes. The few times you really need buffs longer than that, they will be cast by a mage anyway. Being able to cast a cure serious for 100-200 is really nice, and the kind of emergency you may need if something goes wrong.

Also don't use cure light or cure moderate, the return is really bad compared to cure serious.

If the OP wants a tank, there is no point in going ranger. If the OP wants DPS, there is little point going ranger when better options exist. If the OP wants a solo melee toon, ranger isn't an awful choice.

Sadly, that's just the state of the game at the moment.

There's a fair bit of rearranging you can do with feats as well as when you take those ftr lvls. Basically my goals are: Dodge / Mobility / SA by ranger 6; Imp Crit Slash ASAP (usually lvl 9); Toughness early on (I like extra HPs sooner rather than later). I take the ftr lvls early on to get the bonus feats and +1 STR enh ASAP, but one could delay, say, ftr 2 to lvl 8 so you can take Imp Crit Slash a lvl sooner.

Then you simply include the over-powered UMD skill on a real DPS/HP toon (ie: 2rog/18barb). Alternatively, you make a solid monk.

12/7/1 Fighter/Rogue/Monk (or Barbarian). UMD can heal you very well.
