I read somewhere in the Forums that the feat Quick Draw would make the actions boosts, like Armor Class Boost quicker to apply. Is it true? If so, what's the logic behind it? Ty.

The description and the actual effect are different.
When you hit your action boost (Haste Boost for example), you waste a second before you can actually make your first swing. Quick Draw lessens this time. My fighter carries quick draw, it allows you to get in an extra attack or two when hitting action boosts in mid-combat.

Yes I know when I activate an Action Boost i wait some moment to the boost apply. What's the reason for Quick Draw lessen this time? For instance I understand that Quick Draw makes fire rate of Thrown Weapons faster, because the Character is faster to draw items! Why this feat speeds Boosts?

Once upon a time in a DDO long long ago physical attacks had no waiting time before their next action occurred. From Action Boosts to changing weapons and then attacking, there was no wait time for the melee or ranged attack. However, people abused this in some unforeseen ways, a notable one being that weapon swings happened immediately after your weapon was switched, so people would switch weapons as fast they could while attacking to perform some rather speedy strikes.
In response to this, along with making things closer to DnD rules in a fell swoop, a 1 second waiting time before one could physically attack after a weapon was switched (along with subtracting 0.5 seconds from this waiting time via Quick Draw). However, there is some fallout from how this was implemented which causes a host of actions to trigger that 1 second physical attack waiting period, including Action Boosts, looting collectables, and casting spells. Thus, Quick Draw decreases the attack waiting period for things like Action Boosts.
