After many attempts and deletions, I've finally got a two-weapon character performing satisfactorily, with one exception: AC.
I can accept that lacking a shield my AC is going to suffer, but I'm looking for advice on particular items to hunt down/look for, or any other tips that might help increase my armor class. Anything advice that would reduce incoming damage (DR, fort, etc) would also be very welcome. My current pet project is only level 6 so it would help if such advice came with level approximations, like 'at level 8 run quest XYZ and try to get item ABC'.

Editted to add more info: I should have stated that I'm doing a 2 weapon khophesh fighter. At level 6 my AC is 23 with 25% fort.

We'd actually need a lot more info on this. For example, have you picked a particular build type? There are a lot of TWF builds; temptest rangers, for example, or backstab rogue builds, or kensai fighters. TWF can often come into difficulty with AC; with other damage reduction options being more reasonable. The blur cloak from queen, for example. Also, get the Minos legens helm from Necro; that heavy fort/toughness combo is pretty much a must for melees.

Without knowing race, class, stats and alignment I don't know if we can be much help.
DR is one option. You get hit but take less damage. Gear with DR 5/- or 5/magic for example.
Clickies to cast Shield is good for +4 AC (also good against magic missile). Blur is a party buff so try to get an arcane to cast it on you (or get a Duskheart).
Always wear the best possible armor keeping an eye out for the armor bonus w DEX. Get a protection item, the best available for your level (look for race restricted items as you can get +1 higher on them for your level).
Get Dodge items with different bonuses (so they stack), take the Dodge feat and use the alchemical ritual on your armor.
If LAWFUL with good DEX and WIS take monk as a splash. This will eventually let you go without armor but substituting the synergy of the WIS bonus to AC plus monk centered bonus to actually get to a higher AC. Doing this means grabbing several Dodge items.
Drink barkskin potions. You can get +3 natural protection that way.
Be a halfling.
So, lots of ways to increase AC. Which will apply to you depends on the information we don't have.

Would need more details about your build to give you specific item recommendations. Are you a fighter/ranger/rogue/pally? what armor are you wearing?
advice for reducing incoming damage DR yes as high as you can get it, fort as high an item as possible. This is one I an give a specific quest for Relic of a Sovereign Past. Granted in house D , run in house K. collect ores to turn in for a heavy fort necklace. Level 10 or 11 quest the fort item in a min level 9. So you have a little bit before you get there.
Next bit of advice I like to give is this , give up dual wield till later. Grab a big two hander and swing it till later. If you are a pure rouge you don't have much in the way of options but for any martial class a great axe or a maul with power attack will serve you much better in the lower levels. If the mob is dead in 2 swings it can't damage you = better than AC.
as said above shield clickies are your friends, as is mithral armor of invulnerability. bark skin pots, ect.

for an effective twf build for a new player that has to do it I always recommend the dwarf dual dwarven axe ranger tempest build with the 1st level as a rogue. If you have monk great go for one level of that for wisdom AC. Level 2 grab the great axe and swing away till GTWF then switch to dual dwarven axes, if you can wait that long I usually break down about level 7.
13 dex for tempest preq and lots of str and con. simple, effective, well rounded.
Sure you don't get the dual kopesh uberest max damage build but you get a good end game damage and a whole lot of utility/versatility to compensate. UMD and Trap skills plus self healing with wands and later scrolls.
