ok so I'm in the mood for playing vampire but I have no idea how so I need your help figuring out this one so here are the vampires characteristics:
he is a charmer (so high cha and sorcerer probably)
he has a bat companion (this isn't too important but it would be awesome )
he has the ability to drain blood which is HP (probably the hardest part)
he was a human before turning to be a vampire
he is a very stealthy dude
the fighting style is or unarmed or wielding a dagger or two
any1 has Idea for a build? I thought about sorc/monk combination

Palemaster with upgraded Dream Edges sounds about right, go 18 Wizard for the PrE, and 2 Monk for evasion, unarmed attacks, and feats.
Take 2wF line, wouldnt be optimal but would look pretty cool I suppose.

Some kinda Pale Master/Summoner build with a light Rogue splash, maybe?
In U7 Summon Monster is being expanded to have three options per-level - bats and wolves being among them. Plus, the Death Aura deals damage so you could RP it as blood drain.
Or, if you are going for the "Twi-Vamp" look... you could always take 6 levels of Cleric for that Rad Servant sparkle. :D

ok so wizzly bear and inspire tahnk you for the weapons but as I already said I prefer unarmed or dagger(basically I'm trying to copy and old oblivion char of mine to DDO) and pale master doesn't help with anything I may have a few necromancery spells but I'm not a necromancer I'm a vampire a charming killer and I'm not really into twilight(it sucks)

If you're a pale master you can go into lich form and be undead! you'll be healed by negative energy and have all the immunities. If you like to fight with your hands lich form also gives you negative damage on your unarmed attacks.

You'll either need to make some concessions to what is possible within the game itself, or let the idea pass by.
If you really want to persist with your Sorc/Monk idea - try to get as many Handwraps of Bleeding as you can - and ascribe the extra bleeding damage to giving whatever you are attacking an extreme hickey due to being a Vamp.

Those are the only options you have for draining anythings life. Take it or leave it. There are no daggers or handwraps that I know of that give this ability.

I have a 11wiz/6fighter/3(light)monk build that has 2 upgraded Dream Edges and some alright healing amp. So incoming healing is steady. Something like that might work for you.
2 upgraded Dream Edges and 3(light)monk + amp

This. Although from a flavor perspective I'd go 13 wizard/6 monk/1 rogue, take some stealth abilities, take ninja spy I monk PRE, upgraded Dream Edges. You could say that Wraith form is your 'gaseous' vampire form, could pretend that lich form is your decaying vampire form, you could use Shadow Fade to simulate your great alacrity, and of course your Dream Edges provide the vampirism. Not a very powerful toon with this build but flavor-wise it seems right.
Other than that I'd give some thought to a 20 light monk half orc simply for Kukan-do. Stunning enemies from a distance by looking them in the eyes?!? Now THAT'S a vampire ability. And why half orc? THEY HAVE FANGS!

Cast Glitterdust a lot it will look like you sparkle.

ok thanks guys I don't like the idea of khopesh but I have to I guess I will take it but can't you add vampirism by some kind of ritual(crafting)

If you'd rather focus on unarmed combat, best option is to make a Dark Monk with Touch of Death.

I decided to go in the end as a wizard rogue combination with TWF so I will use my touch spells for the unarmed combat and use khopesh for the rest it should be rather interesting but I'm not sure about the level combination and wither should I get 1 level of fighter (for extra feat)

He wouldn't even have to use spells since in lich form his unarmed attacks inflict negative damage. A monk/lich would be interesting..

with the monk levels you could charge ki for a certain degree of sparkling regardless :)
add glitterdust if you wanna spread the sparkly love

I can't believe I missed this given my love of bards!
TWF bard, race is up to you (half-orc for the fangs or human would be fine). Dual wield Death's Touch (http://ddowiki.com/page/Death%27s_Touch) or Chaosblade (http://ddowiki.com/page/Chaosblade). If you go human then take some healing amp. Play a Virtuoso. You get to enthrall your enemies. You get stealth skills if you want them. You get crowd control spells. You'll be spread thin on stat points but for a 28-point human you could go 14str,15dex,14con,8wis,8int,15cha. For a 32-point build I'd probably go 15str,15dex,14con,8wis,8int,16cha. Your feats may be tight - you'll want Toughness, Power Attack, TWF, iTWF, gTWF, Improved Critical: Slashing, and if you go Chaosblades Exotic Weapon Proficiency: Khopesh. That last one could be swapped in for Skill Focus: Perform once you get to the level to wield the Chaosblades. Beyond those abilities I'd probably toss a Heighten in if you want to use crowd control other than your songs. It's the best bang for your buck single feat. If you drop Khopesh for the sickle instead you could fit in Spell Focus: Enchantment for even more DC. Finally, a 34-point build could go 14str, 15dex, 14con, 8wis, 8int, 18cha.
This sounds closest to what you'd want. You can melee with a lesser vampirism weapon very easily, from level 12 on you'll be able to regenerate a la a vampire (Virtuoso II will get a hp regen song), your songs will regen to make that regeneration pretty much unlimited. You can cow the undead (Music of the Makers) and make the living stand in thrall of you (Enthrall). You can cast blur/invisibility/displacement/shadow walk to simulate all of the interesting vampire concealment/travel. You can summon a bat in U7 (Summon Monster will have some new summons - this is one of them). Basically, it's the perfect build for this.

a vampire isn't a bard!(ok it maybe a bar but thinking of a bard vampire makes me imagine Edward(the twilight guy) singing in high school musical) and thus I don't wanna make one (though it is a very good Idea)

Just ignore the instrument and imagine the songs being a force of his will. Although High School Twilight Musical works too. :P
