hello all i wanted to get away from the mellee kind of toons so a wiz i will build. i dont have wf so i would like to build a human or elf wiz. 28 point build is all i have . i know wizards are kind of complicated so any help will be apprciated thank you for any help you can give

Wizards aren't hard to build unless you get into prestige classes and multiclassing. Before you plan your build you should decide what you want to able to do (archmage, pale master, battle wizard, shadow mage, trap monkey, etc) and build around that.
Some general advice:
race - wf have self healing, con, and immunities but you don't have them. Drow have extra int at the cost of con, which isn't a stellar trade. Humans have an extra feat, extra skill, and can get an extra point of int from enhancements. I suggest human if not wf.
stats - max int, all the 1pt buy con you can get, and then either 1) str for carrying and melee 2) cha for umd 3) dex for stealth (although you can still dump it and sneak around, but it helps) 4) more con if none of the above
skills - max concentration. Whatever else is up to you, but unless you're getting rogue skills (which eat up skill points quickly) you'll probably want to grab umd.
feats - toughness, heighten, maximize, and empower are the core feats. Extend, spell penetration, and greater spell penetration are almost always taken as well. Quicken is good but some people choose not to take it. If your build has evasion (rogue or monk splash), pick up insightful reflexes. Spell focus is most commonly in enchantment (cc spells, almost always useful) or necromancy (instant-kill spells, some enemies are immune), but sometimes evocation too (for damage spells, but sorcs are usually better for this focus).

Thats some spot on advice... dont think it can really be said better for a beginner. +1
