I want to make a Dwarf pure bard. I am wondering if a dwarf bard can use masters touch to use a dwarven axe? Is it a martial weapon to a dwarf?

Yes, you will be able to use Dwarven axe with master's touch for your dwarf bard. It becomes marital weapon for a dwarf so it will fall under master's touch you.:)
