Here is the thread where people are debating the new bard prestige classes. Eladrin and the devs are following it. This is your chance to tell the devs what the bard class needs and doesn't need. Once these changes are in, bards likely won't see much developer love for a while. So speak now or forever hold your peace.

Disclaimer: This is all in theory since they have not been put out yet. When the Lam updates hit I am hopeful I will get some time to head over with my bard and test things out.
Suggestion 1: Combine Songs - With each PrE getting 2 more songs I hope there will be a way to combine songs. Sing 1 time but have multiple songs paying.
Suggestion 2:
Current:
Inspire Recklessness
Benefit: Expend a use of Bardic Music to grant a +5% morale bonus to double strike chance and -10% fortification to all nearby allies for 1 minute plus 6 seconds per level. This effect will be removed if the target enters combat expertise, defensive fighting, or a defensive stance. As a non-magical effect, this song cannot be removed by dispel magic or antimagic.
Why It Bugs me: The loss of fort in most cases out weighs the benefit of 5% double strike. The idea that someone will have to enter a stance just to remove it. It could potentially lead to griefing.
Proposed Change: Change -10% fortification to -10 hit points and - 1 saves. This would be a similar effect to a paladin equipping a chaotic weapon. It still has potential cost to using. the -10 to hit points would cancel the +10 hitpoints WC gain so it would kind of be like help self more then others.
Suggestion 3:
Current:
Song of Capering
Benefit: Expend a use of Bardic Music to make a single enemy dance helplessly. A successful Will save negates this effect. (DC is equal to a Perform check - Otto's Nearly Irresistable Dance.)
Why It Bugs me: A level 10 bard will already have access to ottos sphere of dancing. At 12 it could be used, but by 16 a bard will gain OID.
Proposed Change: Change to have an active and passive mode. The active mode will be the song discrbed above. The passive will give your entrall a chance to dance all enemies. Basically They have to save vs entrall and save vs dance. The dance save could be something like 10 + bard level/2 + CHA or (10 + bard/2 + 1/3 Perform) or something.

The spell singer PrE looks to me to be the weakest of the bunch. could be because I don't understand the mechanics of how everything works yet but just giveing back a few spell points over time doesn't look like it would be that helpful in upper lvl quests anyway and the bonuses to the spell pen are minimal.
Perhaps if the song for renewing spell points works similar to the healing aura for a RS cleric then it might be helpful because then it could give back enough spell points to the bards, clerics and mages all at one time to be useful. make it kinda a spell point aura like the Hp aura from RS.
That would give the spell singer something more useful and make them more valuable end game.

400 SP at the cost of one song is pretty nice if you ask me. ill want to take a spellsinger with my cleric.

Song of Capering seems weakish even chanse is meh i would like to see more lowering of saves on virtuosos making them the epic bard to get :)

It gives back 2SP every 2 seconds. The longer the duration you can get on the song the more SP you will get. So far that looks like a big boost because it can also self target. Sing it on each caster and they can move around and do whatever without bunching up.
Much better than DV's.
It's actually a reasonably nice boost, considering how many different ways SP can be used. I would proc the SP burst for the spellsinger II pretty often too.
