Fortification represents a percentage chance to negate a critical hit or sneak attack. When a critical hit is negated, damage is applied normally rather than at the critical hit multiplier.
Thank you, DDOWiki.
Can be found most commonly on Rings, Belts, Armor and Shields. Also, the Minos Legens (http://i153.photobucket.com/albums/s220/jgould2005/DDO/Items/Lamannia/MinosLegens.jpg) is a popular item for this.
It is *assumed* normally that by level 13 you have Heavy Fortification (100%). If you don't... well, its not good. People no likey.
I've actually got an equipment guild I'm creating right now - I'll extract the Fortification section and PM it to you next time I'm on my laptop, so you'll have slightly more detail.
EDIT : Also, congrats on your first post :) 안녕하세요, 환영합니다.

Fortification is a defense against critical hits. It comes comes in Light, Moderate, and Heavy versions. There are items throughout the game that provides Fortification, and not having Heavy Fort (100% Crit Defense) after a certain level (11 if you are a veteran player, a bit above that if you are newer) is almost a requirement because of the amount of damage you are preventing.

Your fortification is your percentage of negating critical hits against you and comes in 3 levels...
light fortification gives you a 25% chance to avoid critical hits
Moderate fortification gives you a 75% chance to avoid critical hits
Heavy fortification gives you 100% change to avoid critical hits
Warforged have a natural 25% fortification that adds to items with fortification, so a WF with a moderate fort item actually has 100% as their 25% adds with the item's 75%.
People worry about others with no fortification as they are easy to be "one-shotted" or killed in one critical hit, even if they think they have enough hit points. Having fortification means you live longer and are less of a drain on clerics/FvS.
Enemy archers can critical hit too, so the argument that one doesn't melee doesn't count. Even if you don't plan on getting hit, you will at some point.
Fortification comes on rings, belts, armor/robes etc. and a few good named items such as heavy fortification on the nightforged necklace (min lev. 9) and Minos Legens helmet from necro 4 pack with a min lv 11.
I type way too slow.....no posts when I started typing.....

Check the "Fortification" entry on your character sheet, under Spell Resistance and Base Attack Bonus. It'll be a percentage like 0% or 100%, and it indicates the chance of reducing critical hits or sneak attacks to regular damage.
Fortification comes on magic items (except that Warforged start with 25%). At around level 9-11 you should obtain an item to put you at 100% Fortification (called "Heavy"), and wear it in every battle. Prior to that level you probably can't get an item for 100% Fortification, so you don't have to bother with any (although partial can be helpful).
PS. The reason Fortification is so important is that it is a mistake of game design. This defense shouldn't be of such binary unopposed effectiveness, but it is. New players who are unaware of this design flaw often don't understand how Fortification is so important, so not having 100% Fort is a sign that someone doesn't understand the game.
PPS. Warforged can get Heavy Fortification from a feat, but that's a trap which nerfs your positive healing down to hard zero.

First - Fortification prevents you to be struck by critical hit (*2 or more damage).
There are 3 kind of fortification:
- light - 25% chnce to avoid additional critical damage.
- modernate - 75%
- heavy - 100%
Those bonuses do NOT stack (exception: house D Bastard (propably epic version), inherent WF fortification, and propably there are guild gems that add some fortification).
The most common fortification items are belts (it is sufix). There are also some nice rings but propably highly priced.
There are few named items that gives you fortification:
- Some item from Tanglerot (modernate) - P2P
- Minos legends (Heavy + toughtness feat like ability) - Necro 4, if you have this pack it is must (you have to collect 20 tapestries from Orchard of Macabe).
- Nightforged neclace (Heavy) - F2P! in quest Relict of Sovergien Past (you get it in house D -> temple of sovergin host) you have to collect 20 adamandite ore (drops even on casual) and exchange it for this item.
And FYI Fortification is realy important. Especially at high levels. (Try to run Ataraxia and be crited with picks and bows -> it realy hurts)

Felt it best to contribute a little bit more here as so you don't necessarily get the wrong idea.
Fortification as stated will reduce or negate critical hits/sneak attacks on your character. The higher the fortification is, the better protected you are. A 100% or 125% Fortification modifier will result in no critical hits or sneak attacks being able to to effect you.
Fortification is generally important for two key reasons. The main one is to prevent a quick and painful death - this is a main reason why getting Heavy Fortification on a Sorcerer or Wizard is considered mandatory, because they go squish easily and throwing in critical on themselves will only make them get pulverized even faster. The other of course is to reduce the strain on the healer's spell point bar - the less resources they need to use to heal, the more they have to use to buff or use attack spells.
It is however not a mandatory concern that you have to have 100% fortification right away - assuming your not a squishy character that will draw a lot of aggro. Some quests might be a bit difficult if you choose to run them on Hard or Elite (Relic of Sovereign Past being a good one to note here) but you should still be able to run most. Just be sure to either bring a few regenerative items to help yourself out, or a couple mnemonics/wands for the healers.
You will of course want to get 100% fortification eventually, as most of the upper level content will start to become difficult, but don't feel at level 11 or 13 that you have to get it because your character can equip a Heavy Fortification item.

Thank you! I really appreciate your offer, however, now that I know what it's all about I will just take those I party with regularly and we'll make it our mission to become fortified during this level. None of us had a clue, and we are not newbies - just very casual players.
Coincidentally, I am on Ghallanda. I am all about the fighter ...

when ever a toon of mine gets to level 9 i buy a cleric hireling head over to hous k an do the Relict of Sovergien Past (quest npc is in hous D in the temple) on casual evry run has 15 ore and the nightforge neclace is 10 ore (not 20 :) )
also you don't need to do the whole quest
all you need to do is when you get to the big room (with lava) and with all the elementals take the seccond corridor to the left .
this corridor has side rooms .
(open them one by one if you run past them the will open and the dwarfs will attack you )
clear them all thill you find a chest with a key .
When you have the key run back to the big room (with lava) and find a door thats locked (the key opens it .. duh :D )
clear that corridor all the way and look around well the ores should be on the floor all over (15 in total) at the end there is a little boss fight .
in the room with the boss there is a guy (named smith somthing somthing :) ) and he will take the ore and make an item the neclace has the 100% fort outher good items are the helm (+2wis+5 will saves) and the bracers (heroisme clicky and somthing els fairly good for rogs i guess) note you can only have on night forge item at the time .
the necklace need 10 ore so in 2 runs you can get enough for 3 people :)

The extra ore can also be used in the Adamantine Ritual to give bound items/armor/weapons additional Hardness and Durability.... ;)

woohoo.. Crystaleen now has 100% fortification and feels better already. One more time, thanks to all for the quick and valuable responses. I followed the Black Anvil Mine quest tip from elujin, and it really was as painless as he made it sound - though I did take a couple hirelings along ;- ).
If you need this item and can spare the neck space, I highly recommend this path to fortification as early as level 9.
