I don't PM a lot....is it ok to swear in in Private Messages?
I would enjoy telling a friend a funny story but...I need to say some choice words for effect.

So far as I know PMs are not reportable for content, only public posts are. PMs can be reported as a cut and paste and complaint to a Moderator, but otherwise are only for the consumption of the persons involved with the PM, and there by do not specifically adhere to forum rules.

Do enlighten then. The OP, if not myself. I just checked and there is no report button in the PM screen.. and PMs are not described in the forum rules/guidelines. Just read over them again and PMs are mentioned only once.
12. You may not re-post Private Messages on the Community Sites without the express consent of the sender.

For the most part if you are talking with a willing partner, then you can say anything.
You cannot harass people, but you can talk about stuff that can't be talked about publicly.
If you want a try free communication method, do it on another forum that you have control over.

If the target person doesn't mind, then you can swear like a sailor! :) But the forums filter might filter it out to ***** anyways.

We tell dirty jokes and such in guild and PM's (or tells) all the time. So as long as both parties are willing, there is no issue.
On the other hand, the other day on Ghallanda someone had a LFM up for Invaders with "must give up your tokens" in the text. I should have moved on, but I didn't and sent a quick tell and "do I really have to". I got back three quick tells without me ever sending another thing - the last two profanity laced and calling me very personnel things. Hitting the report button was an easy choice and he and his LFM were gone from the server a few minutes later. I am not sure how you would report a forum PM, but courtesy should extend everywhere.

Feel free to OP, but it is your own risk if the person receiving said PM decides to report you.
Now given it would be a friend, I rather doubt you have much to worry about at all.

VB forums use a MySQL database to store everything including your pm's. Anyone with access to the database can see what you type in pm's. Though it might not be publicly correct to do, it doesn't mean it's not done or can't be done.

I don't think I was suggesting otherwise. Only that unless a PM were forwarded or cut/pasted to a MOD and reported for something overt, a MOD would have no motivation to investigate. Further unlike public posts, PMs would not have the same scrutiny or tolerances for content. So I would believe PMs constitute a gray area for forum guideline enforcement.
It being a private forum, MODs can thrash anyone for any version of an infraction, at anytime and be completely within the bounds of their authority. So all things are possible, but unlikely.

While PMs may seem like they'd be a bit more flexible in what can/cannot be said - as a rule of thumb I'd only deviate from regular forum guidelines with friends. A PM is still Turbine property, and thus still subject to their rules & regs. To think that the rules won't apply if the recipient of a PM finds what you said offensive and brings it to a Mod's attention would be naivete.
