Which Character is the fastest? I mean the Build that makes the Character the fastest in his server!
I know that Barbarian Fast Movement (10%) + Barbarian Sprint Boost (50%) = +60%.

Technically speaking, it's Monk 20 with Empty Body (Shadow Walk) activated. Giving you the highest long distance running speed.

Although there's nothing in game (quest wise) where you need to cover that type of distance really in a short period of time.

How much is the increase to velocity from Empty Body? (Monk 19.)

The fastest you will probably see in terms of run speed consists of a few ties, a couple of which are:

Monk 19/Ranger 1
Empty Body (+50% Enhancement bonus to run speed) + Monk 18 (+30% Feat bonus to run speed) + Ranger Sprint Boost I (+35% Action Boost bonus to run speed) = +115%

Can Abundant Step for a bit more distance covered


Rogue 12/Barbarian 7/??? 1
Scroll of Shadow Walk (+50% Enhancement bonus to run speed) + Acrobat II (+10% Prestige bonus to run speed) + Barbarian Fast Movement (+10% Feat bonus to run speed) + Barbarian Sprint Boost III (+45% Action Boost bonus to run speed) = +115%

Thief-Acrobat II (unverified 10% possible at Rogue level 12)
Barbarian Sprint Boost (verified 35-50% possible at Barbarian levels 1-10: 35% at 1, 40% at 4, 45% at 7, 50% at 10)
Ranger Sprint Boost (unverified 35-50%)

If the above is true, then a House P trinket is the fastest enhancement bonus (faster than Shadow Walk). The combination of Barbarian base movement increase plus Barbarian sprint would be the fastest base increase, unless the Acrobat boost does stack with Barb, or the Ranger boost does stack with Monk, in which case some mongrel multiclass (Barb/Rogue or Ranger/Monk) would be fastest, as MrCow listed. :D

In general terms though, a Barb using sprint and the House P item is about as fast as you'll see in game.
