scepter bonus and wands

i have noticed that some items that add crit chance or % damage to spells specifically state they do not affect wands, while others do not,
if i wield a wand in my primary is there any items like this that will affect the spell from the wand, or is it only CAST spells for all the scepter/club, etc buffs?

the only thing which affects wands is the wizard past life feat and the wand mastery enhancements

the rest is only for spells

A long while ago potency and lore used to affect scroll casting and allowed characters with umd to be better casters than casters as long as their scroll stashes didn't run out...and casters could pick up 100 scrolls of firewall which obliterated trash for 0 spell points.
