weighted is better now than it was before the changes. Stunning blows and stunning fist, with a weighted +10 weapon, are so easy to get reliable that even casual players can dance all over epics.
Stunning was overall buffed, not nerffed.

I used to see a lot of people using 2 5% stunners in epics and they were very effective. With the change I usually see people using 1 stunner and something else. The decrease in proc rate from 5% to 3% and the addition of a save Vs. the stun (from the proc) makes them less effective than before. But the fix to handwraps were quite nice for monks. All in all I agree that stunners were buffed overall (slightly). But it did change their usefulness by forcing a save as opposed to be automatic when the proc triggered.
I will continue to use my stunner, but mainly just to increase my stun DC and will not expect the proc to do too much.

Reducing monster saving throws against Mass Hold Monster made stunning them relatively less important. If you have a holder in the party you might be better off just using picks/axes instead of bothering to stun things in melee.

I never see them used anymore except by non-DPS chars who are usually destructing monsters first.
They didn't get a "buff" at all if you're a non-monk (and even then it's more of a nerf except for 3 times per 20s), their effectiveness is less than half of what it was. Which used to be kinda overpowered in epics to the point of silliness so whatever :)

It's quite a bit worse. You didn't NEED the stunning fist feat before, you could just use stunning 10 wraps and you'd be stunning in less than 5 seconds on average and could often keep things perma-stunned. Now the wraps practically never stun and you need a feat to stun every 6 seconds or so and no, it's not reliable in shavarath, the saves there aren't as gimped out as epic.
So pre-update no feat was better than post update with feat.

So what would you folks recommend dps classes that don't have stunning feats carry on epic? Plain dps weapons, or craft earth grab weapons, or something else?

Carry both Earthgrab weapons and Stunning +10 weapons. Any melee who solely uses DPS weapons is just a burrden to the party. Unless your caster has a 44+ CHA (Or INT if wizard) and is enchantment specced, then mobs will make their saves on mass hold. Not all mobs are low will save melees. There are also high will save casters and many mobs are immune to Hold.
On my TWF ranger, i use both earthgrab weapons and stunning weapons depending on the situation. Take for instance the Drow in OOB, their reflex save is high, and the often save on earthgrab, making it not so desireable. But they rarely save on Stunning weapons. In epic VoN1 on the bugbears/ogres/trolls, earthgrab is the way to go.
Epic is for the best of the best, and every melee in the group should be equipped for every situation. That means not relying on 1 type of weapon.
All honesty, i haven't really noticed a difference at all between pre-nerf and post-nerf for Stunning weapons, use them, love them.
