I am a lvl 12 bard thus have access to various enhancements.
I have an item that gives me Devotion V and greater healing lore
I need to know what stacks and what doesn't.
Now that I have the scepter of healing should I bother putting a bunch of points in to my healing enhancements or would that just be a waist?
I have empowered healing. I am considering empowered spell if they stack, do they?

Devotion item stacks with enhancement similar ability. I don't think lore items stack with enhancements, but I'm not sure as it is harder to observe the change.
I'm far from being an expert with bard (my highest bard is 12 like you), I don't think healing with sp is the best way to go with a bard. The main reason is that you have a very low pool in comparison to clerics and even more to FvS. Additionnaly, you have a lot of very good buffs to give to the party that will help them to take less damage, all this reducing your pool. I think it's a better way to go as an assist healer, relying on wands and scrolls. You can make them very effective with the enhancement line Wand and Scroll Mastery (30, 45, 60 and 75% more efficient).
Sometimes, though, you will be in a situation where you are the only healer. Don't try to heal as a cleric. You won't last enough for the quest. Heal between fights using wands and only use your spells as an emergency. For this kind of situation, it could be useful to have a devotion item.
I'm not very found of Healing lore (with my cleric), as it is a random effect on which I wouldn't like to rely for my healing. Lores are fine for damage, not as useful for heals. It's even more true for a bard. Healing with spells won't be that common, and spending AP for an unlikely benefit is a bit useless.

Actualy I have about 1000 sp and from what I have observed thats about on par with most clerics of my level of course fav souls still beat me hands down but then they beat clerics as well. I do use wands and scrolls as there are things that bards cant do as healers, like raise dead. I am most heavly focused on buffs but I did put secondary enfasis on healing, I know I will never be as good as a cleric I have a cleric I know what there capable of. but I think I can still be good enough to be a aset to the party.As for healing lore I have definetly noticed a difrence, I crit often and have hit guys with 100+ point cure moderats which aint bad for a level 12 anything.

On thing you may want to look for is a Superior Devotion or Superior Potency VI, or as high a level as you can get. Devotion is 20%, Superior Potency or Devotion is 50%. That will make a noticeable difference in your heals. It doesn't stack with your scepter, but it overlaps it. You still get the Healing lore.
Where Bards tend to lose ground in healing is when Clerics pick up Heal. Heal is the most sp efficient single target healing spell once characters have 200-300 hp. Even if Bards have about the same sp, the fact that they are curing less per spell starts to make them fall behind. At higher levels, Bard healing starts to rely more on UMDing Heal and Raise Dead scrolls and throwing Mass Cures. The wand enhancements they get are better than those of other classes making their scroll and wand healing the best in the game.

Thanks for the advice, I did notice that the wand enhancements are very nice even for only one rank I get a +30% enhancement. As for the devotion item the one I have is greater not quite superior but it will work for now I think devotion five should be enough since bards only get lvl 6 spells and there is only one lvl 6 healing spell which I wont be getting it till level 19 (im taking heroes feast and mass charm first) so I'll worry about it then. I'm sure by level 19 I should have a superior devotion six item, of course by then I should be doing most of my healing by other means and it wont be needed anymore.
