Horoth banishment timing/frequency?

After he does the banishing spell, how much time minimum before he tries again? Trying to see how much time I could potentially throw madstone boots on to see if I get a shot of madstone rage.

I believe it's one minute. If all you need is madstone, go get a Mantle of the Worldshaper (http://i153.photobucket.com/albums/s220/jgould2005/DDO/Items/Lamannia/MantleoftheWorldshaper.jpg) out of Threnal. You won't have to worry about anything, all you do is equip the mantle, use madstone, put your boots of anchoring back on, then re-equip your normal cloak.
