Do Sigils Of Leveling still exist?Or do I have to pay to go over lvl 4?

Other than the fact you'll run out of content without buying (or grinding for) store points.

Yes you can level without 'paying', but unless you grind a lot there are only a few quests above L12 and you'll be hard pressed to get to L20 purely FREE. It can be done, but it's fair easier to get some adventure packs and even the smallest TP purchase grants you premium status and lifts a lot of the FREE restrictions [gold restrictions per level and AH limits to name a few].
