I currently have a lvl 20 sorc that I am thinking about True Reincarnating into a Wizard as I am interested in the past life feat that helps with DC and SR.
My main question is: if I TR my Sorc into a Wizard 3 times (since it will stack up to 3 times), then TR back to a Sorc - will I just need to spend 1 feat to get the benefit of all 3 Wiz past life feats (stacked), or does it require 1 feat per past life feat?
Any help would be greatly appreciated!

The "+2 Spell Pen and Wand DCs" is a passive PL feat - it is granted automatically, and stacks up to 3 times.
The "+1 to all Spell DCs" is PL feat that you must select at level 3 or higher, and does not stack.
Short answer - you will only spend 1 feat to take full advantage of 3 Wizard TRs.

There are 2 feats available per past life class. The first is granted automatically for simply having that past life. It does not take a feat slot, and stacks up to 3 times (for 3 previous incarnations of that class). The second past life feat must be chosen, takes a feat slot (min lvl 3?), and can only be chosen once.
In your case, the free past life feats are "Past Life: Sorceror" and "Past Life: Wizard" (which can stack to 3 per past life and don't take a slot). The non-free, take a feat slot, and can only be taken once are "Past Life: Arcane Prodigy" (Sorceror) and "Past Life: Arcane Initiate" (Wizard).

The passive past life feats are just that, they require zero feats as they are added when you TR. The selectable feats must be "purchased".

Thanks for the wiki link. Here's the passage from the Wizard passive past-life:
You were a wizard in a past life. You occasionally find yourself desiring a good book. Each time you acquire this feat you gain +2 to spell penetration checks* and the DC's of wands you use. This feat can be stacked up to three times.
Just so I understand - the "+2 to spell penetration checks" will affect spells that you cast?
Not sure what the specifics about the wands means...
Thx!

From an active Past Life - Wizard feat - it is the same bonus irregardless if you TR as a Wizard 1, 2 or 3 times - is that correct?
Thanks!

Yes that is correct-picking this feat gives the listed bonus regardless of number of times you TRed as a Wiz.
For the free past life feat from Wizard...Run a wizard to 20 and TR, get past life feat giving +2 to spell penetration checks from spells you cast, and +2 to wand DCs. If you cap that character as a Wiz again and TR, then the free feat would give you +4 spell pen and +4 DCs to wands. Repeat a thrid time for the max +6 spell pen and +6 DCs to wands. Doing a 4th time gives you nothing beyond what the third does.
As far as DCs go-see here http://ddowiki.com/page/Difficulty_class

hmm I wonder, if a TR uses a lesser reincarnation, will he get his 34 or 36 point build? or back to 32?

The fact that this game is buggy enough that you would have to ask this question would probably be enough to scare me away from trying it. I'm pretty sure if your build got borked by doing this, turbine likely wouldn't help you.
