So they do not block mouse clicks.
It was changed a couple patches ago, and it is super annoying. Quest ends say, your trying to loot, but the chest comes up in the middle of the screen, and so do all the pop up messages - right over top the chest you are trying to loot, or your inventory, or whatever - like trying to find a particular potion or weapon you didnt have hotbar'ed and are getting attacked while looking for it, and something in the quest pops up a message right over your inventory and blocks you from getting it until you have to fiddle around moving screens around just to be able to click around it.
They are mostly translucent, and you used to be able to just click through them to whatever was behind it no problems. It changed, and while not game breaking sure, it is crazy annoying when it happens.

If this is WAI it is a stupid change. There is no reason to WANT to click on them, absolutely nothing happens when you do. They're there for information only and are transparent for a reason, so they don't get in the way
Also, with things like guild renown we get these all the time. I had raise dead scrolls on a hotbar and a "out of range" box popped up while trying to rez a healer... This is pretty much worst case scenario right there, an information-only message getting in the way of critical gameplay...
I'll shut up now, UI issues like this really tick me off an there's a lot of them in DDO

The biggest thing I noticed is that if the quest has a long list of objectives and I'm not watching closely and I try to click anywhere in that area to a ttacka mob, the mouse click is "ignored" (DDO must think I'm clicking on the "invisible quest objectives window".)
The first time this happened I thought my mouse was broken or there was some sort of goofy software or hardware error.

It always seems to appear exactly where my window close button is. I end up spamming Escape, followed by a short burst of swearing (the thought of waiting or moving the window to a better location annoys me more). :D
I feel like kicking something cute and fluffy now just thinking about it! :p

We asked for this to be fixed the minute the update/patch was released, and we are still asking for it, it's horribly annoying.

It's annoying to have to try and move a popup box to get pass some confirmation dialog. I always try to move it still.

Those of us playing on less than super-high-resolution NEED that area at the top of the screen for toolbars.
Having to sit and wait patiently for annoying messages (many of which i could care less about) to disperse before i san equip a wand, swap an item, hiut a spell/ability, chuyg a pot, or any other *crucial gameplay element* is nearly gamebreaking. And no, i don't have anywhere else to put those tolbars, if i want to continue being able to see my character (Well... most of my character). And yes, i have tried higher resolution. I can't see or read anything (except chat, which has variable text size. but everything else is a no-go).
PLEASE change this or atleast ACKNOWLEDGE that this is a problem and its being worked on! Easily my least favorite bug ever (they've been some doozies, but this one has blocked critical hotbars one too many times for me to tolerate anymore).

Oh my Dog, yes please change it back. I have moved all my toolbars to the bottom of the screen and still I have a hard time clicking through that 'membrane'. It makes me think the devs don't play the game as much as they used to.
And while you are at it. Could you see to it that GS longbows get burst effects??

Edit: It is so darn distrubing that MadFloyd's tone is as if this is the first time he has ever heard about this. I mean I'm not one to rant or go on nerdrages or whatever but...seriously? It would 100% honestly be worth Turbine/WBs money to hire 1 person whose entire job is to 1) Play the game and report annoying s**t to the devs and 2) read the forums and you know...report back to the devs annoying s**t that they are hearing about. Seriously it might cost you like $2k a month (I figure a lot of people would be willing to do the job...actually Turbine *Call me* I can find enough free time to make this happen for jou!)

I agree that it's annoying, especially when it gets in the way of attacking, or anything else, for that matter. Well, talking to an npc it doesn't bother me too much, but while in instances, it's just yech.

And while you are at it may as well enable mouse clicks over the chat area if it is locked or when the chat input has focus since you often needs to type things while in combat.
If the chat area is locked your clicks on it already have no effect over the chat box but also prevent fighting.
This is surely no issue if you really play with the mouse but for players using the keyboard or gamepad does.
Granted you can just move the mouse away after typing, but more often you just don't have your hands on the mouse.

A way to block such popups would also be an acceptable temporary fix, as they all go to general chat tab anyway.

You know, I thought it was just my memory fading, so I never brought it up.
I'm glad to know that they used to be click-throughable, and not an impenetrable barrier.
I would be so happy to be able to click through these messages again!

I re-read this 7 times and I understand now. MadFloyd thinks that the recent update patch 'broke' the annoying pop-up messages. That's why it seems like he's seeing this for the first time. Also, to avoid confusion, pop-up messages are NOT the TIPS you get at the right side of the screen. They are the BLACK RECTANGLES that pop up near the centre of the screen to inform you of picked collectibles, equipment in-proficiency, quest objective completion, quest objective progress, etc.
We're not talking about the patch. What we're saying is that we are unable to 'click' through the pop-up messages. Anything behind them will be blocked from being clicked. This has been around for a very long time and (according to people who've played longer than me), there was a time where the pop-ups used to be able to 'click-though' and select stuff behind it.
No one explained why it was changed (a long time ago) to be unable to click through. Change it back, that's what we're asking.

Yes, I posted about this right after DDO-EU came out.. It's really annoying... Specially since there's about 5 times as many pop-up messages as there were before. If you can't change them aybe allow us to disable them .... I've ssen every one of them about 64,321 times :)

Please feel free to add or correct entries in this list, I'll update as we go. I have not logged into the game, so I do not know if any of these have been stealth-fixed.
Notification message at top center of screen (IE: notice after Res, UMD checks messages), now a solid pop-up instead of being a click through pop-up as in the past. Meaning that while these pop-ups are on screen anything behind it such as a bar, etc is non-functional
Solid windows/toolbars/etc can get trapped under a transparent window or alert text, making the object unclickable. Easiest to duplicate with transparent chat windows.

Easy Fix: Insert a toggle box under UI Settings to disable the box from appearing.
It's a royal pain in the arse to be told *blah blah blah*, and get killed, because the darn'd window gets in the way.

It is pretty much a given its a bug, as it just 'popped up' (har har) after DDO Unlimited I guess it was, and if it was intentional it would be ...well pretty mean.

There was a dev post on it saying they were reworking the UI (maybe for the first person shooter) that caused all this (I think it could have been in the beta forum but the dev tracker is broken in there) I can't find that post - just Ghoste mentioning it (http://forums.ddo.com/showpost.php?p=2259550&postcount=31).
Might want to check with Phax or Thoon.

And I'll just chime in with a request that having your mouse pointer over some part of the UI not lock out attacks. For those of us that use a gamepad and the mouse it gets really frustrating to switch to the pad and find out that attacks are locked because your pointer is over the chat windoe, or the quest objectives or a hot bar. I've put in requests for this ever since it was changed to be that way all the way back in Mod 2.

Also wish there was:
1. A way to toggle all non-button/text boxes to click-through mode (I.E., the dice display is non-click-through so you can drag it around, but after you have positioned it you should be able to lock it and other items in place and make them click-through).
2. A way to lock the POSITION of the hotbars.

I have three in that area, I can't really push them out further, because it would make them 'inaccessible' as it takes along time to mouse out to the outskirts of the screen in a moment of frenzy. :D And drawing my eyes from the 'road'.
