Quick question: at which level do you gain your past life feat(s)?

In the process of a TR and I'm stuck at the feat selection screen because it looks like you don't get the passive ones at L1, and thus can't pick an active one at character creation. Need to revise my feat plan, so the question is, when do I get access to those feats? The compendium / wiki don't seem to make this information easily available, and so far my forum searches have been unsucessful, although I'm sure the info is there somewhere.

Past Life: Passives are bestowed to you at level 1. Past Life: Feats can be selected at level 3 at the earliest.

believe but dont quote me on this, but its auto for passive and level 3 for active

I heard somewhere that the automatic passive is at level 1 and the selectable is at level 3. Not sure where I heard it though.
