Pk, fw, or neb at 7th

Lookking at making a wizard and I know the basic differences between phantasmal killer, firewall. Was wondering though at lvl 7, would there be any reason to take negative energy burst seems like it wouldn't be as effective as the other 2. Unless there is something u can't pk and is immune or resistant to fw.
