Voice's +5% doesn't stack with the bonus 20%

AFAIK it is working properly, haven't logged on too long tonight to test, but the 20% and 5% get added separately at the completion of a quest. The 20% if you are referring to an xp pot you will receive in the wilderness area while the 5% does not

Actually as of this update the voice/mantle give bonuses in explorer areas as well.

Oh well that part of it IS news to me then. Meh I canceled till this mess gets worked out anyways. Fortunately it came just two days before my re-up.

Ok, for a concrete example:

Running Whisperdoom in Tangleroot.

Base XP: 1209
Scaled +20%: 1450
Persistance: 1570
Flawless victory: 1690

Actual finished XP: 2112
(bonus of 422)

I have running: +20% potion, 5% voice

So: 1690*1.25 = 2112

So yes, the 5% and 20% do add on to the additional 20% that Turbine is providing.

I ran this yesterday, as a matter of fact.
