my payment method error code#140003

Dear Turbine officers

I am going to buy tp with my visa card.

So I tried to make my visa card on file through my payment method menu.

I input all the infomations and submitted.

But I continuously received error message with error code# 140003.

Please advise me what to do and what is the problem.

connect : South Korea - Incheon City

card : visa card (international) - issed in South Korea (Incheon City)
