Enchancement Stat Bonuses and Feat Requirements.

I've got a really quick question.

if I have a drow fighter with a DEX score of 16, and I take an enhancement that raises my dexterity by 1, will the game consider my DEX score a 17 when checking to see if I meet the prerequisites for Improved Two Weapon Fighting?

Quick answer: no.

Only starting abilities, tomes and "level up" points are taken into account to check if you match feat requirements.

The only bonuses on attributes which count for feat requirements are those from level-ups (at 4, 8, 12, 16 and 20) and those from tomes (+1, +2, +3, +4, where only the highest bonus is applied when consuming multiple tomes).
