Free Account can't buy points

I can't buy points with my free account, but I have no problem buying them on my VIP account by using the card tied to the account. I could not use paypal or credit card option on my free account without getting a Authentication failed or try again later. I almost looks like turbine trying to force free to plays into going VIP in order to buy points. lol I sure wouldn't be the case and counter productive to boot. I guess this is a known issue and you guys(turbine) are working on it?
