so. if i want too make a rogue ranger. if i start as a rogue. and do lvl 2 as a ranger to get the free TWF. at lvl 3 if i lvl up as a rogue. will it be lvl 2 rogue feats or lvl 3 rogue feats? does that make any sense?
if i take the first 2 lvls as rogue. then go too ranger for lvls 3-4 would i have skipped the lvl 2 TWF feat?

The benefits of rogue and ranger (or any other class) levels are independent of your character level. You don't get twf ranger feats until the second level of ranger, so if you begin with one level of rogue, you still need two levels of ranger to get twf, making you third level total.
If you take two levels of rogue and the rest ranger, you would get twf fighting feats on fourth level.

seeing as how i would like my rogue skills and feats first. then TWF before i start lvl 4?
also. when multi classing how does using action points work? if choose ranger at lvl 2, will i still be able too raise my rogue feats and skills while training as a ranger?

The important questions to ask first are:
1) Why are you multiclassing? What is it you hope to gain instead of going pure in one of those two classes?
2) What split are you aiming for and why? (ie - 6 ranger/14 rogue or 2 rogue/18 ranger or....???)

honestly im not too sure how far i want to go with this. i want too be able to disarm traps and all of that fun rogue stuff. but i also want too be good with TWF. so probably 18ranger/2rogue. maybe 17/2/1fighter

Rangers gain their own skillboost line, have spot and search as class skills, and a base 6 skillpoints per level (Which is enough for spot, search, open lock crossclassed and disable device crossclassed with a 10 int character, or 8 int human).
the second level of ROgue gives you exactly nothing Evasion is granted by level 9 of ranger, and doesn't give any additional benefit. Going less than 8 levels of ranger means you miss tempest 3, which is a fairly large sacrifice.
Tihocan has a wonderful build RIGHT HERE (http://forums.ddo.com/showpost.php?p=2800940&postcount=16) which has many built-iin variations you can use.
