Where to find level 3 arcane scrolls to scribe?

I have a lready checked in House D & P. House D sells level 4-5 arcane scrolls and level 3-7 Divine scrolls. Checked both stores several times . House P does not even sell scrolls. Market Place sells level 1-2 of arcane. and next ? much later down the road, where do they sell level 6-7 arcane scrolls? Scratching my head.

The Portable Hole sells right up to level 7 scrolls, as well as inscription mats and a variety of potions, too.

Only way to get there is from the Teleport/Greater Teleport window.

Yes it does, Level 3 Arcanes in the store right next to the p favor buffer/mailbox. I bought a stack of Displacement scrolls (Lev 3 Arcane) in there last night.
