Is a Lightning II GS weapon better then a monster specific weapon?

Better then disruptors on the undead?

Better then Metalline on those that need the DR Bypassed?

Is Lit II GS better then Greater Dragon Bane on dragons?

It really depends on the build and gear you're working with. It's a much better "all-purpose" weapon, that's for sure.

I think you need to be considering whether or not the target is acid and/or electrical resistant. That goes beyond mob type in some circumstances.

It is especially awesome on flesh golems.

There's no one simple answer. Just look at Rainbow In The Dark. The big stone golems are cold meat to any smiting weapon. It's extremely rare that they make their saves. Any base 19-20 crit range weapon (or better) with Imp Crit or Keen will flatten those guys almost instantly. But then you fight the scorpions...also constructs, but they have WAY better saves. It's rare that they ever fail, so in that case you want to go heavy damage.
