Of course.

Minimum 15 Base Dex (Enhancements do not count) for the TWF Feat. For ITWF and GTWF, a 17 Base Dex is needed.

It's not only possible, it's the only way it's really worth doing.

You'll want to make sure that you have the dexterity needed (Base + Tomes only) to meet the feat requirements (15 for TWF, 17 for ITWF/GTWF)

Assuming you do, the earliest you can get the feats is going to be level 1 for TWF, level 9 for ITWF, level 15 for GTWF

It's pretty safe to assume you can buy, find, trade for, or get a 1750 favor +2dex tome by the time you need 17 dex, so build for 15 unless you are planning to go full finesse/dex based. (Or if you are really worried, 16, +1 tomes are a dime a dozen by the time you are that level).

And good choose with the TWF Assassin build... they area lot of fun to play :)

Assassin 1 is pretty much broken, so you may want to consider going Mechanic I initially to make trapfinding during lowbie life easier, and then resetting your enhancements and going Assassin II at L12.

Not everyone will agree with me on this but.... I recommend you go sword and board for at least L1-5 and pick up TWF at L6. You can get some decent AC up there with the right items and first level TWF isn't that big a deal. To me its better to get hit less and breeze through those early quests.

Good.

Then just get a +1 Dex tome before level 9 and you are good to go.

Or take a +1 ability increase to dex at level 8

what does finesse do?

Weapon Finesse uses your Dexterity modifier instead of your Strength modifier on your Attack Bonus (your To-Hit, not your damage) if it is higher. Weapon Finesse only works on Finessable weapons (Rapiers and Shortswords for example.)
