Kensai Scimitar crit range?

Does the crit bonus from Kensai III add before or after other crit modifiers? I.E. Will a Kensai 3 Scimitar get 13-20 or 14-20 crit range?

Thinking of building an Elven Kensai III with scimitar as weapons.

crit range would be 7 not 8

so 14-20

in the inventory it shows up as added after imp crit (so 16-20 instead of 17-20 without it on a kopesh)

yet some screenshots have been posted that on a kopesh they made a crit on a rolled 15 which would imply that it gets added befor imp crit. though its not sure if wai or bug

Crits around 120-150 at endgame with greensteel which might not seem like alot but they crit all day long and twice on sundays.

Also, Elves get the awesome Enhancement to benefit Scimitars.

Which is why I favor an Elven Warrior Dual Scimitar FvS.
