Looking for advice on bracers.

From looking at the forums I have learned that black widow bracers are good bracers to have in the early to mid levels. my question is I heard in a group today that the bracers from sentinel quest line are better my question is how does one get the bracers I know that you have to get certain items but not sure what they are. Also how often do people run the quest line cause I haven't seen it in the social tab as of yet to join a group running it.
