Noon Quest about crafting item

How and where does one craft an item. I been told it is in the market but not where. In addition, what is need to bound the item and is there special items need for each up grade. Are these pruchasable or do they need to be found ect...
I have a 12 level toon that I like to start tailoring stuff for a little help would be nice..

Generally speaking, weapon crafting is only in the Shroud, so you have a few levels to go.
