IF I had (say) the Improved critical feat and a Keen weapon, would the effects stack at all? I'm assuming the answer would be no, as otherwise a Keen wide crit range weapon would seem to be insanely powerful in the hands of a character with that feat.

no it does not stack :)
there are a handfull of weapons ingame with an improved crit-range than their "normal" counterparts.
namely
carnifex (greataxe with 19-20 critrange and keen attribute)
silverbow (longbow with increased base damage and increased crit-range)

No, as a keen weapon itself with a wide crit range is already insanely powerful in the hands of any character except for Handee's Paladin.

Also, the most prominent one right now, the Sword of Shadow (increased damage, crit range, and crit multiplier).
