It's a joke. In v3.5 - and by extension, in DDO - kobolds are a type of mini-dragon.

P2P - Litany of the Dead has a black dragon in it, but you do not fight it. Along the same lines Stealer of Souls has some dragons it that you do not fight.

And in Reavers Refuge - Prey of the Hunter - you can fight the ice dragon in there (at end optional)
