Ok, when I levled up, I noticed that, while you can still receieve XP, your XP pool is capped, which is understandable. However, here's the question: If a new update(And thats a HUGE if) comes out that raises the level cap, will all that XP I got during my level cap transistion? Or will all the XP I get while capped simply go away?

considering the current cap will stay for a long time, yes, all your xp after capping is wasted

At least doing quests after being capped doesn't count in regards to the number of repetitions.
If you run a quest for the first time after being capped you'll still get your first time bonus the next time you run it after the cap is raised.
Slayers, explores and rares can't be repeated for full XP, so you might want to save those if you think the cap will be raised ;)

Hmm...might be best to get advice from a GM on that one...

Exceedingly unlikely that the level cap will be going up in the next 2 years.

DDO characters are already more powerful than most epic level PnP characters, given the wide availability of EXTREMELY strong magic items. If we were to actually progress into epic levels (and start taking epic feats) it would get silly, quickly.

Each time my characters have capped ( level 10, 12, 16, and now 20) the amount of experience gained from runing a quest remains constant until that experience is applied to the character. For example, if I am capped and run the Shroud raid and receive 6500xp at completion, the character will earn 6500xp everytime until the first time after the level cap is raised. Once the experience moves your bar that is when the amount of experience will start to decline again.

As far as the first time completion bonus per difficulty this also stays in effect until the first time the experience bar is affected by the completion. A perfect example is my 28 point build wizard was capped when she was running all of the vale quests. After the level increase to 20 she earned bonus experience for normal, hard, and elite; with the addition of casual she earned the completion bonus for that as well. Hope this helps.
