I'm new to wizard and I have some questions? I plan on making a human wizard but I don't know what stats I should start with, what spells I should get, and what feats I should get. Any other advice is appreciated too.

At least:
18 int
14 con
14 str
The rest wherever you want it.
As a wizard, you'll have all the metamagic feats you want. The normal ones include:
maximize
empower
extend
heighten
quicken
Other feats to strongly consider:
toughness
insightful reflexes
more toughness
As for spells, you'll be able to memorize all of them, so which you use is situational. However, the low level ones that you will use frequently are:
haste
web
resist energy
scorching ray
haste
niac's cold ray
shield
haste
blur
magic missile
haste

Why such high strength? What about enschew material?
After Int/Con none of your stats do anything, STR can help you beat on disabled mobs a bit. Eschew Materials is completely worthless.

Actually, I put the str up there so that you can carry any armor you loot until you sell it. :p This way, you don't need to worry about a +6 str item like the +6 con item you're going to have.
And Eschew Materials, while not completely useless, is pretty close to it. And it's not one of the standard metas that people take, hence the reason it wasn't included in the "normal ones." Material components are cheap and plentiful. You should have no problem (after lvl 1) having the money needed to keep well more than you need.

I would say WIS over DEX, but I prefer Max INT, Max CON (i.e. as high as you can take it), rest in STR. Not for hitting things and not for carrying things, but as a buffer against debuffs. If you ever get debuffed to 0 STR, you will be rendered helpless (can't do anything except run/jump around slowly/badly).
If not going for STR, I'd take WIS over DEX. WIS will increase your Will Save. DEX only matter for AC (a wizards is pretty meaningless anyways) and Reflex save, but Insightful Reflexes takes care of that.
Featwise, you could also consider the Spell Penetration feats, especially if you are planning to land CC and insta-death at high levels.

Honestly, I think these are fine starting stats. If you really want dex, you can mem the cats grace spell if you don't have an item.

For 28-point build, I would go for either:
Str Dex Con Int Wis Cha
08 08 14 18 08 14 (preferred)
08 08 16 18 08 10
It would be much better if you could buy 32-point build and start with:
08 08 16 18 08 14
for the stats:
Str: Str 12 is for avoid helpless when hit by ray of enfeeblement. Str 14 is needed for weight. but it is much better to start with 8 and use a Str 6 item. As a new player, you will have plenty of free gear slots for a Str +6 item.
Wiz should always take insightful reflex and make Dex a dump stats.
Con: any class should get a Con/HP as high as possible. For a non-WF casters, you will need UMD for heal scroll so you won't have enough ability points to maximize Con. A 14 or 16 is optimal imho.
Int: always max it out as it is the primary stats.
Wis: Wisdom is for will save only and it is not completely useless. Caster are naturally higher in will save and it isn't worthwhile to invest ability points in it.
Cha: cha is for UMD to use heal scroll in end game. WF doesn't need it as they can self reconstruct, but for fleshy caster (both wiz and sorc), you have to be able to use heal scroll to be self-sufficient and survivable. This is a major factor that make you a good caster. Cha/UMD won't help you in early game, and you should aim at getting 39 in end game. You may reference to my old post about getting UMD (http://forums.ddo.com/showthread.php?p=2607873#post2607873).
Before you can use heal scroll and CSW wands, buy enough CSW pots. Don't just standing there to wait for your cleric to heal you when your HP is low.
