Chord of Reprisals

Is this belt any useful? Just got one from Inferno and have heard mixed opinions on how useful this item is. Any feedback on this item would be great =)

I ran inferno with a permadeath character of mine and a few buddies, and we got a Chord of Reprisals. My level 13 Fighter couldn't be more thrilled. I had an used slot for a belt, so it was perfect.
