Depends on what you mean by viable. Looks like you could definitely get some good defense, but with your current feat selection DPS would suck, which would make the build rather useless in a lot of content.

Rolling around and intimidating would be the plan, with high saves and AC. Both of those should be quite impressive. It would save some raid groups a lot of trouble if they could have a main taunting tank like other mmorpgs. Can swing some at trash. A few sacrifices were made in intimidate, is it high enough? Is AC high enough?

You said it, "some raids". And rather useless in the whole rest of content.
Not sure if Intimidate / AC are high enough, you would have to say how much you are planning to get at L20 to be able to answer that :p

1. Why design a double-TR build? Isn't that looking a bit too far ahead to be practical?

2. Why so many fighter levels? All it takes is one to unlock full intim ranks.
