okay im seriously confused some people tell me the level cap is 20 and some say its higher i need to know for sure

The basic, core-rules, D&D has a level cap of 20 in the pen and paper game. There is optional Epic levels beyond that.
But, the Devs have said (even if I cannot find the quote) that they don't know how to handle Epic 20+ content. Or if there will ever even be Epic 20+ levels in DDO. I think this is most evident in how the Devs are spinning their wheels by having Reincarnation and retooling old quests to have the "epic" difficulty tag represent the only endgame we have.

OP, the level cap is 20. However, if you True Reincarnate when you reach 20, you start again at L1 but with more points to spend on your character and a 'past life' feat. You then level up again, but need more XP per level to do it. When someone sees your details in the Group social panel, it will show you as all your reincarnated levels together, so if you have TR'd once and reached L5 again, it will show as L25.
However, you arent L25. You will still die a horrible death if you try L20 content, won't have access to Epic quests or anything else. What you are is a slightly more powerful version of a basic L5 character, with access to all the character's cash and gear from their previous life - but you won't be able to wear their L20 gear, because you're only L5 (unless of course they'd kept using their lowbie gear all the way to 20 which seems unlikely).
