sorry, I'm new here and not sure how my character can link up to my ddo account. Can someone help me please?

I think you mean making characters public ? Go to MyDDO / My Profile / My Characters and check the "Public" box.

when I tried doing that, it said there were no characters linked to this account, but I do have one

Sounds like a bug, there are still some issues with the compendium.
