I cant help but feel that your proposed change is nothing more than a band-aid thats just gonna dry up and fall off.

1st. Bastard sword wont really become more usefull, because duel wielding BS's without the proc, will probibly still out damage a BS and shield with the GlancingBlow proc.

2nd. As many have said Dwarven Axe in the hands of a dwarf really dont need much of an increase.

3rd. Your really not helping Sword and Board play styles if your gonna limit them to two weapon choices.

suggestions:

BS.

I'd like to see BS become a class weapon for Paladins & Clerics, so free proficency to them at level 4 or whatever.

And as BS is a Hand and a Half, why not just increase the threat range so that with improved crits slashing BS would be 14-20.

Then give all BS's a small 5% inherent chance to slow a target on a crit, to reflect the Natural bone breaking ability of a larger weapon.

Dwarven Axe:

Because the dwarfs already get the racial modifiers all I'd add is a small proc.

Just like the BS maybe a small inherent chance to cripple slow or maim due to blood loss from the axes Natural Slicing capability or a straight 1d4 non-type (hits everything)extra per crit.

And finally Sword and Board Playstyle:

This really needs to be addressed in its own right. I should be able to benefit from some kind of increase regardless of what weapon I'm using.

The easiest thing I could think of, would be to just add the shield base 1d6/8/12 damage to every swing of the weapon (so as if I was constantly bashing then following thru with the weapon in one fluid motion).(without the shield bashing stun proc)

Just my two cents.
