if u lesser/greater reincarnate after eating a plus one int tome do u get to redo ur build with one more skill point?

tomes get reapplied at their minlvl: +1 at lvl3, +2 at 7, etc

it would depend on when you ate the tome and how you did your stats when you reincarnated as the other poster stated the bonuses from tomes apply at certain lvls but you could get more points if you did it right.
