I have only noticed just now, that when you approach them with True Sight you'll see some kind of Quori mindcrab on each their heads.

Are there hints to this story or somewhere I can look up what's up with them?

Is access to the IQ like necropolis where you can get to common areas but not into the quests without purchase? My current highest is 15 and I haven't tried poking in yet.

If you are at or above level 16 you can enter the IQ area, but you just can not enter the quests unless you are VIP or own the pack. There is a nice weapon vendor there to pick up some cheap lootz. :D

There is 1 quest you can enter there. It's the "In the Demon's Den" Level 18 F2P quest. But that's the only one without the IQ / DD packs.
