Base Stats and feats

I have a ranger with 12 base dex and +1 from dex enhancement but I cannot take the shot on the run feat. Will a tome help me acquire the feat or do I have to have a base 13 dex. Thanks

base = starting + tomes + levelups

The answer is to get a 13 dex you can use either an ability score increase (4th,8th,12th,16,20th levels) or eat a +1 Dexterity Tome to increase your base Dex to 13.
