Question about True Reincarnation

Ive been away for a while but I thought true reincarnation allowed you to change everything but your class and race?

Was I mistaken?

And if I WASN'T mistaken, if you can't change your race, is Fernando's state of the game proposing to change that?

The only things I've found myself unable to change in a true reincarnation are gender and name. Other than those two aspects it is as-if you remade the character, but with a lot of extra baggage awaiting you in the bank and all your cash intact.
