The three that come to mind are:
Pure Halfling Monk w/ or w/o Dragonmarks
Exploiter Ranger/Rog/Monk (http://forums.ddo.com/showthread.php?t=168687)
Valiance's 17Cleric/1Rog/2Monk build (http://forums.ddo.com/showthread.php?t=164323)
Keep in mind much of your AC will come from gear, and a bunch of it raid loot -- which you won't be soloing. So I'm a little reluctant to call these builds "solo friendly."

Am running Valiances BC and love it. Essentially would like the same build but using weapons and armor versus wraps and cloth.

With armor... hrm. That rules out monk splashes and Finesse rogues.
There are some Paladin builds using the Defender of Siberys like Valhelm here (http://forums.ddo.com/showthread.php?t=214423) that I've wanted to try out, but its more melee and less self-healing... the self healing will be limited to wands and a handful of Lay on Hands. You could arguably drop Dodge and the level 18 tactical feat for Maximize and Quicken, and with Concordant Op items keep your SP up to heal yourself with maxed CSW.
I'll have to think about others... Dwarf for upping Max Dex Bonus... 3Fighter for feats, tower shield, and more MDB, 2 Rog, 15.... Clr or Fvs? Yikes! Interesting question!

you can switch that build to rapiers fairly easily, and you won't have anywhere near the same ac in armor sadly(well, not while maintaining evasion)

I believe the issue is you can get more +WIS than you can get AC on light armor - so monk splash is the only way to get high AC

Light armor also restricts your max DEX bonus. A properly geared monk-splashed build will have high WIS + high DEX + high AC-boosting item.
You might want to consider a rogue / bard: you won't have super-high AC, but you can cast Blur & Displacement to make up for it; you can self-heal with both spells & wands; Evasion from rogue 2; pretty decent Will & Reflex saves (Fort will be your Achilles heel); pretty good DPS if properly specced; high UMD; trapmonkey skills if you want them; and I find Fascinate can be a life-saver if you get mobbed.
Alternatively, one of those monk 2 / cleric (or FvS) 18 builds you see.

I built my main with this playstyle in mind. I highly recommend it for solo play and running pugs.
Halfling
12 Rgr / 6 Ftr / 2 Monk
Tempest 2 / Kensai 1 (Finesse Build with Rapiers)
Halfling Dragonmarks
Max Dex, high wis, balance the rest in strength/con and enough Int to get combat expertise
This build can have topnotch ac (you can't self cast a shield wand so you miss 1 ac there, no big deal). Self resists to 30. Massive healing with the dragonmarks. Bigtime reflex for evasion. Can self cast full barkskin.
DPS is not quite up to the max strength based builds, but it holds its own on raids. With the ac, evasion, etc its quite a fun survivalist.
Similar playstyle to the exploiter build. This one gives you a bit more flexability with feats, at the cost of Tempest III. If you move a lot during fighting (which I do) I don't find the lack of the extra attack from Tempest III to be much of a sacrifice, but that's a personal taste. On boss fights the exploiter will put out a bit more DPS. The dragonmarks eat up 3 feats though, thus why the extra feat flexability from the fighter levels is nice. I also liked having something a bit different than the typical exploiter build. But you can't go wrong either way.
I know I somewhat ignored your request for a light armor wearer, but figured Id throw this out for others with similar interest.

Click on the Cleansoul build in my signature, it can get raid buffed AC in the 80's, can dish out respectable DPS, high DC insta-kill and blade barriers, high saves with evasion, UMD, raid level self and group healing.
You can also look at The Hurtlocker build, high defense and very high dps, no fail recostruct scrolls.
Another I have had fun with are my ranger Cleen: 12 ranger/ 7 rogue/ 1 monk (no build posted yet).

see my sig for 1 version of a survival buiold. Another which I am very ahppy with is 12/6/2 Fighter/Ranger/Monk.
Either my sig version or the Halfling monster verison (Which I beleive is betetr then the actual Monster Version) are both fun, very versatile, Good to high AC (Depending on gear) Excellent saves, and dragon marks for very good heals. Not to mention evasion and very decent DPS.
I solo alot with this guy and as a casual gamer, i sometimes dont have time to group and have to break away, this guy doesnt come up short in solo play.

Easy. TWF kopesh using 18 pally/ 2 monk. Excellent saves, high 80's AC, with a str build you have decent dps, depending on your play style can be burst smite build as well as a very nice hate tank. Lay on Hands for quick heals, UMD for heal scrolls.
