32 point builds

I was wondering how long it takes, or at what level people typically get enough favor to unlock 32 point builds. I am level 13 and own almost all AP's up to my level. If i ran them all on elite + f2p quests, would that be enough?

I think last time I tried to get favor, I reached 1750 at L15. You should be able to reach it with the adventure packs you have, since you can reach 1750 favor with quests under L12.
