Since the data center move, I've been experiencing a near unplayable amount of packet loss. This was not an issue before the move so I'm wondering if there's any other players experiencing this as well. It ranges from 0.6% to 19.5%. Is there anything that will correct the issue?

I havent experienced packet loss. For a day or two after the move I had high latency, but now it is averaging lower than it did before the move.

Have you verified if you are experiencing packet loss outside the game or not? I found that a nice "ping www.yahoo.com -n 200" is a decent measure.

Got to play the night of the move, and the next day, im still unable to log in, at least this mourning its doing somehting new not getting "value is null" mssg, now its actualy acting like the servers are down

Haven't had any issues with loss or latency myself. That being said, they didn't move the world servers during the data center move, they are in the same location that they have been for the past year. The only servers that they did move were login servers, queuing servers, and some other account management servers.

For a connection issue like this try the steps outlined here (http://forums.ddo.com/showpost.php?p=2214558&postcount=4) and also try setting the "Connection Speed" option in the in-game Options > Troubleshoot section to 28.8 as well.

If you haven't yet definitely open a support request (http://www.ddo.com/component/content/article/486-tech-ticket) as well since troubleshooting connection issues like this can be quite in-depth.
