+1 - +5 bow and arrow

I am an arcane and was wondering if i use a +1 bow and a +5 arrow. which is the the modifier? i assume i hit at +1 and the arrow is just +5 damage? is that correct.

or do i get +5 to hit and damage since i used a +5 arrow.
and if that is true then isn't it best to just use a decent +1 bow and then use summoned +5 arrows? any clues?

They overlap but do not stack. So, +2 frost bow of pure good with +4 fire arrows effectively becomes:

+4 frost and fire of pure good
