Your con is dangerous low. Try make it 14 by lower wisdom to 16 ( - 4 build points from wis, +4 to con to make it 14 ). Your skills are ok to me.

Your feats....I was like omg..

Past life: cleric? It's ...well...pointless for monk, unless I am wrong about it. It is automatically granted anyway.

Replace mobility, spring attack, and power critical with TWF line if you are planning to use handwraps and/or dual kama all the times. Spring attack is silly - 99% of the times I just stand and attack. I heard most halfling monks like the dragonmark healing.

Enhancements need a little improvement - take monk capstone - they are very useful and make ki management much easily. Take halfling enhancements, guide and cunning, that boost flanking bonus and sneak attack damage, even you are not thief. Those enhancements help your dps.
You may need to reconsider about the unbalancing strike - useful in solo and group, especially for your sneak attack.

So, to answer your question - your AC would be...
10 + 5 ( monk ac bonus ) + 5 ( dex mod ) + 9 ( wis mod ) + 1 ( dodge feat ) + 1 ( halfling ac bonus ) + 2 ( +4 dex from wind stance ) =
33 AC without any equipment

I totally agree with truetrue4. Additionally, I would also emphazise the usefulness of Power Attack. Like the TWF-line, that's one of the feats you don't want to leave home without.

Regarding your question: Your AC will be either good or extremely good. A WIS-based monk definitely has the potential for stellar AC, provided that you're willing to invest the time to farm for rare items. I would even go as far as to say that the feat Dodge is superfluous on that kind of character, since you'll easily see an unbuffed AC in the mid-60s once your monk is capped and well-equipped.

On a sidenote, if you're into high AC, you might want to raise UMD in order to use shield-wands. It's easy to get a sufficient score for level 5-wands, and those are really helpful when 1 min-clickies don't cut it.
