Char transfer during downtime.

Why did my friend's and my own Character Transfers not go through during the scheduled downtime.
I though that was when you did the transfers?

Actually, downtime is when we can't do Premium Services. Since we have to be able to log in and do things to the characters, we can't do renames and transfers while the servers are down and the characters are inaccessible. Turn around for all premiums is between 1-2 weeks at this time, and they will send you an email when the process is complete.
