He is supposed to be near Leaky Dinghy, but I can't find him. Does anyone have a screenshot?

Check your map.

He's on your map of course.

Press M to bring it up and you should find him in no time.

He's moved over to near Captain Cage who gives the Irestone Inlet quest.

Although I would say that of all 75-favor bonuses, this one is the least valuable. Unless you are a Rogue.

Where did you see that he was still by the Dinghy? That was changed several updates ago with the Harbinger of Madness series (or maybe before that). I hope the wiki is not that out of date... :(
